Their discussions focused on various issues of mutual interest aimed at deepening existing relations between Hungary and the Republic of Kosovo. At the same time, they agreed to meet regularly to strengthen economic cooperation between the two countries.
STIPENDIUM HUNGARICUM : Most frequently asked questions
1. Is it the correct interpretation of the governmental decision that SH students may not leave Hungary?
It has been advised to all SH scholarship holders to remain at their place of residence during the coronavirus pandemic. The rationale behind the advice is that, based on our current knowledge of the disease, the spread of the epidemic can best be reduced/slowed down by social distancing and restriction on travel, especially long distance and international mobility. The travelling of students to their home countries (regardless of the distance) typically involves travelling by public transport, therefore increasing the risk of spreading the virus, and situations where close contact with other people is unavoidable. Furthermore, with the current ban on international travel (as of 16 March 2020, the borders of Hungary were closed to incoming foreign citizens until further notice), students travelling home risk being unable to return to Hungary and continuing their studies within the framework of the scholarship programme. However, it is important to stress that, whilst TPF advises against the international travel of the scholarship holders, it is only a recommendation and travelling home will in no way result in any direct sanctions against students deciding to return to their home country.
2. If an SH student gets sick, is the relevant embassy notified? If so, in what form?
According to the relevant legislation, health-related data information belong to the category of ‘sensitive’ personal data and, as such, SH scholarship holders are not obliged to inform the sending partner, their host institution or TPF about their health issues. However, TPF is ready to share such information if received from a student, provided that the student specifically requests so, or expresses their consent to forwarding the sensitive data to the relevant and eligible authorities (i.e., sending partners, responsible ministries).
3. If the situation does not normalise until then, what happens to students who were to graduate this June?
As the organization of the study programmes falls under the authority of the higher education institution concerned, all matters related to the timing of the exams and graduation are to be discussed with the host universities. In general, according to the operational regulations of the programme, SH students may request the extension of their scholarship holder status. This applies to all, except for PhD students and those who have already extended their studies; in their case, TPF is open to participate in any kind of discussion and is willing to compile suggestions about the possible solution for the matter.
4. Do we have any plans regarding the autumn registration of the students who will gain admission to the programme in the current admission cycle? Will the programme continue in an unchanged framework in the upcoming academic year?
Based on the information received from the universities, entrance exams will be held without any disruptions, electronically, as they would be in normal circumstances. We have informed the applicants about the nomination results and the nominees will be contacted shortly by their host institutions regarding the details of the entrance examination. The decision on the scholarships awarded for the next academic year is expected to be made in accordance with the originally planned timeline. However, due to the current international situation, there might be some changes in the visa processes, travel and enrolment of the new scholarship holders, always in line with the prevailing legal guidelines at domestic and international level.
5. What financial contribution will the students who remain in Hungary receive?
In case they stay in Hungary, SH scholarship holders will continue to receive the benefits provided by the programme: contribution to their housing and living expenses, health insurance, and the additional health services.
6. What financial contributions will those who leave Hungary receive?
If the scholarship holders leave the territory of Hungary, they can do so upon informing their host institution. If they are absent for more than 30 days, they will lose their right to their living and housing allowance until their return, as these allowances are intended to contribute to their costs of living in Hungary. They do not lose their scholarship status. In addition to the above, scholarship holders have the option to suspend their studies (passive semester), through the procedure set out under Section 45 (2) of the Act on National Higher Education 204/2011. During the passive semester, scholarship holders are not entitled to the financial contributions provided by the programme.
7. Are the conditions for distance learning in place?
Based on the information received from the universities, SH scholarship holders are provided with the opportunities and measures of distance/e-learning with the same conditions as Hungarian students, thus the continuity of the studies of scholarship holders are guaranteed during the spring semester of the 2019/2020 academic year, regardless of their current place of stay. However, as the implementation of online/distance study programmes is the responsibility of the host institution, further details can be provided by them.
8. Can a country evacuate its students?
As the travel restrictions set out by the Government of Hungary deal with the issue of incoming mobility, SH scholarship holders are entitled to leave the country, based on their own decision and after informing their host institution. However, it is important to stress that, at the moment, the possibility of international travel from Hungary is very limited: with the increased number of countries closing their borders, several outgoing flights have been cancelled and, as for other means of transport, the majority of Hungary’s neighbouring countries are also closed to foreign citizens. Nevertheless, if the sending partner or the official foreign representative body is still willing to organize the return of SH scholarship holders to their home country, TPF will provide the eligible organization(s) with the available contact details of the respective students to enable direct contact with them.
9. Is dormitory placement still available for SH students?
Except for one host institution (National University of Public Service), all international students are entitled to remain on the premises of their student residence (dormitory, student hotel). The National University of Public Service is currently working on finding accommodation for its students.
10. Is it true that some institutions relocate students form one student residence to another? If so, what is the reason for this?
Based on our current information from the universities, in case the Operational Group of Hungary requires the host institution to do so, students might be asked to re-locate their residence within the premises of their student accommodation (e.g., moving to another room, floor or building). This, however does not affect the students’ rights, the host institution still provides them with accommodation. As the details of such re-location requests might vary by institutions, further details can be provided by them.

Announcement of the Ministry of Foreign Affairs and Trade of Hungary
Certain unidentified persons are taking advantage of the situation generated by the SARS-CoV-2 (COVID19) global pandemic with the intention to commit fraud. Various cases have been reported where persons acting on behalf of fictious companies or companies in liquidation were approaching foreign healthcare institutions with business offers, claiming to be in possession of a large supply of health protective equipment (mainly facial masks). In such cases, down payment was required in return for the promised shipment. Eventually, various excuses where used as to why the promised goods were never actually delivered to the intended purchaser.
Frauds of that nature even if these are only attempted but not completed, are capable of undermining confidence in the credibility of Hungarian businesses as well as the Hungarian economy as a whole. Therefore you are kindly requested to exercise caution and perform due diligence prior to engaging in any such transactions.

Heartwarming short movie shows Budapest's empty spaces awaiting visitors' return

If you don’t have online courses, we inform you that although you travel from a „red” country, you don’t need to request an authorization of entry into the country, because you are D visa / residence permit holders, so these mentioned documents will be enough.
However, Kosovar students travelling to Hungary must spend 14-days in quarantine after entering the country.
Only those who take two COVID tests in Hungary 48 hours apart - and if both tests are negative - can be exempt from self-isolation.

Scholarship Programme for the Hungarian Diaspora
Key Information
The Programme is organised by the Ministry of Foreign Affairs and Trade, managed by Tempus Public Foundation.
The Programme includes members of the Hungarian diaspora communities in every country in the world, except in the Member States of the European Union, the Republic of Serbia and the Zakarpatska Oblast part of Ukraine.
The Call for Applications of the Programme will be announced for the first time by the end of 2020 in order to apply for admission to the 2021/2022 academic year.
Application criteria:
- Hungarian identity and connection to a diaspora community declared in a motivation letter and a statement,
- residency in one of the supported regions,
- recommendation letter from a Diaspora Organisation or the Hungarian Representation of the respective territory,
- living outside Hungary for at least 10 years before the submission of the application,
- 4 years of applicant’s secondary school studies completed outside Hungary,
- applicant was born before 31 August 2003 (except those applying for Dance study programmes),
- applicant undertakes to learn Hungarian as a foreign language and Hungarian culture during his/her whole study period and undertakes to pass a Hungarian as a foreign language exam at CEFR B2 level minimum,
- applicant undertakes to help the local Hungarian diaspora organisation in a foreign country with community work for the specified period in the Call for Applications after graduation.
The applicant must complete the admission requirements set by the host higher education institution. The admission process is managed by higher education institutions online.
The motivation letter will be evaluated by a professional body, the Evaluation Committee, composed of members invited by the Ministry of Foreign Affairs and Trade. The award of the scholarship is based on the results of the admission procedure and the proposal of the Evaluation Committee.
The detailed application criteria and selection procedure will be set out in the Call for Applications.
Provisions covered by the scholarship:
- exemption from the payment of tuition fee
- health insurance (social security card)
Provisions covered by the scholarship on request (conditions for this are set out in the Regulations):
- monthly stipend and contribution to accommodation costs
Available study programmes:
The Programme involves Hungarian higher education institutions that also offer study programmes in the Stipendium Hungaricum programme. The list of study programmes available in the Programme (including programmes taught in Hungarian) is currently being finalized in cooperation with the higher education institutions.
Study programmes both in English and Hungarian will be available. In the case of English language study programmes, the scholarship holder must also participate in Hungarian as a foreign language course during the period of studies. For the studies planned in Hungarian, we will provide an opportunity to participate in a Hungarian language preparatory course.

- applicant can apply for up to two different study programmes
- application must be submitted via online application system
Indicative timeline:
- 2020: Call for Applications to be published
- January 2021: application deadline
- March – May 2021: professional evaluation by the Host Institutions
- June 2021: information on application results
- September 2021: arrival to Hungary and start of higher education studies

Prime Minister Viktor Orbán commemorated the 64th anniversary of Hungary’s 1956 anti-Soviet uprising together with freedom fighter Mária Wittner, on Friday morning. The prime minister and Wittner, who was sentenced to death for her involvement in the 1956 uprising before the sentence was commuted to life imprisonment, laid a wreath at a memorial in Budapest’s Corvin Lane, a site of gruesome fights during the revolution.

The unveiling of the bust of Skander Beg in a ceremonial setting
On November 28 the bust of Skander Beg was unveiled in a ceremonial setting in the garden of the Roman Catholic Cathedral in Prizren. Last year, the bust of the former comrade-in-arms, János Hunyadi's was inaugurated at the same location. The project was supported and financed by the Hungarian Ministry of Foreign Affairs and Trade, and a very well-known Hungarian sculptor Tamás Szabó was the one who created and carved the sculpture of Hunyadi and Skander Beg. After listening to the national anthems and the choir singing, Vicar Don Shan Zefi, Mytaher Haskuka, Mayor of the City, Meliza Haradinaj-Stublla, Minister of Foreign Affairs and Diaspora, Minister of Defense Anton Quni and dr. István Balogh, Deputy State Secretary of the Ministry of Foreign Affairs and Trade, and Bishop Dode Gjegji gave a speech.
Europe has not surrendered - Prime Minister Viktor Orbán’s response to George Soros.
George Soros is shedding crocodile tears. While this will not return the money that the speculator has stolen from millions of people, families and businesses, it does provide some modest satisfaction. The most corrupt man and network in the world has good reason to be disappointed. Europe has not surrendered; Soros' grandiose plan has been suspended by the European Council. The spotlight is now on budget resources, the recovery fund, and who has access to what and how. We live in a materialistic world, whether we like it or not, which is why the Union’s funds have so far been kept under strict European supervision by multiple parties in all Member States. The issue here is about something else.
Who will govern Europe in the future? That’s what was really at stake at last week’s meeting. Will Europe be governed by the governments elected by the citizens of Member States and their council, or will Soros succeed in building a new power structure? A network of NGOs disseminating liberal, post-national and post-Christian ideas, along with the mainstream left-wing and right-wing media conveying and reinforcing their ideas; a significant group of MEPs; the Soros envoys brought to the Commission; and a so-called rule of law mechanism linking them all together.
The plan is as simple as it is grandiose. A Soros financial center funding thousands of NGOs, research institutes, analytical workshops and activists who influence the direction of mainstream media. It buys up and links a critical mass of MEPs and puts the people who work for him in key positions at the Commission, such as Timmermans and Jourova. Finally, they push through a piece of legislation that sets political preconditions - gender, migration, an open society, liberal democracy - for Member States to have access to EU funds.
Countries that insist on their national sovereignty, Christian roots and traditional family model, such as Poland and Hungary, must be strung up in this carefully devised noose. And the reluctant, like the better-off Central European countries and the recalcitrant Scandinavians, must be relegated to perform public penance to better understand the essence of liberal reasoning.
Fortunately, at the last minute, European governments came to their senses. They read the country reports on the rule of law, which György Soros and Frans Timmermans dictated to Ms. Jourova. Suddenly, everyone understood that the verdict had already been handed down before the trial and that other trials would take place after Hungary and Poland.
The decision of the European Council last week was an open declaration of opposition to György Soros' attempt to take power. Political issues cannot be linked to financial issues, subjective criteria cannot be the basis for financial decisions, and the legal procedure laid down in the Treaty of the European Union cannot be circumvented Soros-style. The European Union has maintained its unity and won.
George Soros lost. It would be time for Europeans to finally send him home to America. There is no explanation as to why we Europeans tolerate an American speculator building and buying an EU system of influence with American money. Until European leaders take this last step, we will have to face attempts by him and his people to seize power over and over again. The migration and gender action plans from the Soros workshop are already on the table. It’s high time to put an end to George Soros’ European joy ride.
